Construction, as part of a consortium, of a service industry complex designed to accommodate all of the services of the Regional Council of the NPDC region in Euralille 2. This project, carried out in two phases, mainly comprises the construction of offices and committee rooms, a semi-circular council chamber to accommodate the meetings of the Regional Council, the 60 metre high egg-shaped tower block called "The Signal" and several levels of underground parking space.
